(Even so, fourth-generation nuclear power plants are being built in India, Russia, Japan and China.) Ironically, the Clinton administration may have inadvertently killed off one of the most promising solutions to global warming in an attempt to please environmentalists. Even if the decision were to be reversed immediately, 20 years has been lost.
